One of the rare free spots to enjoy Tokyos Skyline from. There are two towers, the south one has a better view, the north tower more shops. On clear days, you can see Fujisan.

Way easier and friendlier than the immigration office in shinagawa. Health insurance on 4th floor, address registration on 1st floor, number 7. Still prepare to wait a little bit though.

無料でオートバイ、自動車共に利用できる地下駐車場あり入場しチケットをもらい、各窓口で利用証明の判子を押してもらって、退場時に係員へチケットを渡せばOKです
